Sont les premiers belges à recevoir une distinction pour service rendu à l'occasion du 300ème anniversaire du rapprochement historique entre l'Europe et la Russie, initié par le plus illustre représentant de la famille royale russe, celle des Romanoff, le premier Empereur de Toutes les Russies – le tsar Pierre le Grand.
